Swirly Thing Alert: H. Frances C4
Sep. 2nd, 2004 07:54 amHurricane Warnings have been issued for most of the Florida East coast and Lake Okeechobee. Frances is a major Category 4 Hurricane with winds sustained at 145 mph. Some fluctuation is possible. Category 5 starts 155 mph.
There are a number of computer models that the forecasters use, with names like NOGAPS, GFS, BAM, UKMET, and GFDL. For a while the models were split as to weather or not Frances would turn North or cruise across Florida and into the Gulf of Mexico. All of them agree that Florida will get hit. After that the models diverge. One says Texas and Louisiana. One says Mississippi, The rest say Georgia.

genebreshears mentioned yesterday hearing that mandatory evacuations had started long before the watches or warnings. Those were issued by the Florida Emergency Services.
I've always wondered what "Mandatory evacuation" means? ... if emergency services can come in and force people to leave their homes, etc. I had this impossible image of officers with guns drawn and people being hauled away in handcuffs.
After a little research I found the answer. Mandatory evacuations does not mean that people must leave [though the officials strongly suggest it]. What it does means is that if you choose to stay, and you get into trouble, nobody is going to come out and rescue you!
